还有一种是英文错误：

System.InvalidOperationException: this implementation is not part of the windows platform fips validated cryptographic algorithms.

解决方法：

win + R 运行 输入 regedit 打开注册表
依次打开如下项：HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa\FipsAlgorithmPolicy
找到Enabled，将值改为0即可
